Middle River Regional Jail's official site says the facility began operating on April 1, 2006. It occupies 212,020 square feet on 28 acres, has a rated capacity of 396, and can house men and women. It has also reported periods when average daily population exceeded 900. These figures describe a regional operation, not a Highland County jail building.

Contemporary records show that some Highland defendants are held at MRRJ. The jail's current membership banner does not name Highland, and the research does not establish that every Highland detainee goes there. The safe claim is narrower: MRRJ is a documented detention destination for Highland cases. Confirm placement for the named person with the Highland Sheriff or MRRJ.
The arresting county, physical jail, sentencing court, and supervision office can sit in different localities. For Highland County, records may run from Monterey to Staunton and then statewide. That split is not a reason to merge records. It is the reason to trace the person by custody event.
Middle River Release Processing
The MRRJ inmate handbook identifies sentence completion, dismissal, and posting bond as release paths. It says sentence-completion releases occur each morning at a designated time, with no exceptions, but it does not publish the clock time. That statement should not be extended to bond or dismissal releases, and it is not a rule for Highland County Lockup.
During physical release, the handbook says the person cleans the cell area, goes to booking, changes clothes, returns jail-issued property, and receives the account refund by card or check as applicable. The person signs a Property Release Form and an Inmate Account Form and should raise differences before signing. Those signed forms can help corroborate that processing occurred when the public roster simply stops showing the name.
Jail-issued property must be returned, including the identification card or band. The handbook describes a $5 charge if that card is not returned. This is a property-control charge, not a standard release fee or a condition that keeps everyone in jail. Personal property and jail-issued items follow different rules.
For medication questions after release, the handbook directs the person to contact the medical department about the supply. It also calls for a forwarding address. If release happens before a commissary order arrives, the handbook gives the person seven business days to contact MRRJ for pickup or refund before the funds are forfeited. MRRJ also describes a $3-per-day cost-recovery keep fee used since October 1, 2012 under Virginia law. Exemptions and refund rules apply, so the fee must not be stated as a universal amount owed by every person.
An arrival and release inside 24 hours can result in one day's debit under the handbook. An unpaid balance can remain after release. For a person acquitted of all charges, the handbook describes a refund request to the superintendent within 60 days. None of these account rules turns payment into the legal authority for release.

Highland's facility picture became less clear after a state committee recommended decommissioning Highland County Lockup in 2025 without proof in the research that closure was completed. Generic directories that describe a full-service “Highland County Jail” miss this real split.
That uncertainty changes the first search step. Contact the Highland Sheriff to learn whether a person was released locally or taken to MRRJ. If MRRJ received the person, use the regional jail's own records and roster. If MRRJ later transferred the person, follow the destination. The agency that held the person at each stage owns a different part of the record.
